A forgotten ribbon blew in the breeze, tied on one end to a Do Not Enter sign stuck on a cement ballast.
The ribbon was left over from a speech by Dwight Carmichael, months before, when as the incumbent mayor he promised to tear down the six abandoned homes and five abandoned garages on the street.
